The Bourgogne–Franche-Comté Region has received a bronze medal at the 2025 Territoria Awards for OFER BFC, the Regional Economic Land Observatory.
The award was presented on 21 November 2025, alongside two additional prizes earned by the Region this year, reflecting a strong and nationally recognised momentum in territorial innovation.

Supported by the Region, developed by the Regional Economic Agency, and powered by ARNia’s dataBFC digital infrastructure, OFER BFC provides a consolidated, shared and evolving vision of economic land in Bourgogne–Franche-Comté.


Regional knowledge built with local territories

The observatory is based on the active contribution of EPCIs (communities of communes, urban communities, and metropolitan areas), which ensure the daily updating of land data.
In 2025, more than 1,500 updates were made in the mapping tool, enabling:

– precise monitoring of available land,
– up-to-date information on business parks,
– qualification of projects according to their level of maturity.

In return, OFER BFC provides genuine operational support, including:

– tools for managing and monitoring economic land,
– assistance with Climate & Resilience Act inventories (vacancy, degraded areas, brownfields),
– production of more than 140 indicators offering regional, local and sector-specific insights into land dynamics.

These resources support decision-making for elected officials, planners and economic developers at both local and regional levels.


Key figures shaping the future

The consolidated analysis highlights:

– around 700 hectares of serviced and immediately available land,
– nearly 1,400 hectares of controlled but not yet developed land,
– close to 1,000 hectares of land reserves held by businesses, located in urban areas, currently buildable and not yet artificialised.


ZAN and the 2031 horizon: preparing for a major transition

The 2031 deadline for Zero Net Land Take (ZAN) marks a paradigm shift for both territories and businesses.
Projects located on urban land reserves may, in the future, require compensation, making the identification of suitable offset areas increasingly critical.

In this context, the link between OFER BFC and the Regional Brownfield Observatory becomes essential in supporting economic development strategies and land transition pathways.


Public innovation at the heart of the award

The Territoria Awards recognise initiatives that renew public action through creativity, experimentation and team-driven efforts to design new solutions for local territories.

The distinction also highlights that territorial innovation relies on:

– freedom to initiate new actions,
– trust placed in public agents,
– the ability of local authorities to develop new methods born from field experience.

This spirit of innovation—shared with EPCIs and regional partners—enabled OFER BFC to emerge and gain recognition today.


A distinction that encourages continued progress

The 2025 Territoria Award granted to OFER BFC acknowledges a collective approach and confirms the importance of robust land observation to inform public decisions in a context shaped by ecological and land-use transitions.

It is an encouragement to continue investing in analysis, cooperation and innovation in support of regional economic development.
